{"id":93300,"date":"2023-06-19T06:45:00","date_gmt":"2023-06-19T06:45:00","guid":{"rendered":"https:\/\/cloudnewshub.com\/?p=93300"},"modified":"2023-06-19T06:45:00","modified_gmt":"2023-06-19T06:45:00","slug":"uk-to-contribute-up-to-25m-to-ukraine-cyber-defences","status":"publish","type":"post","link":"https:\/\/cloudnewshub.com\/?p=93300","title":{"rendered":"UK to contribute up to \u00a325m to Ukraine cyber defences"},"content":{"rendered":"<div><img decoding=\"async\" src=\"http:\/\/cloudnewshub.com\/wp-content\/uploads\/2023\/06\/uk-to-contribute-up-to-25m-to-ukraine-cyber-defences.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<p>The UK is to expand the successful Ukraine Cyber Programme (UCP) with up to \u00a325m between now and 2025 to support Ukraine\u2019s cyber security defences, helping Kyiv\u2019s ability to <a href=\"https:\/\/www.computerweekly.com\/news\/365535440\/CyberUK-23-Ukraine-offers-masterclass-in-withstanding-cyber-war\">detect, respond to and prevent Russian cyber attacks<\/a>, and protect its critical national infrastructure and frontline government services<\/p>\n<p>The package, which comprises \u00a316m in UK funding and the potential for a further \u00a39m contribution from international partners, will also help to develop and support Ukraine\u2019s forensic cyber capabilities, helping to analyse system compromises, attribute attacks to known threat actors, and build evidence to better the chances of successfully prosecuting Russian threat actors in the future.<\/p>\n<p>The existence of the UCP was previously classified, and <a href=\"https:\/\/www.computerweekly.com\/news\/252526834\/UK-spent-64m-on-secret-cyber-package-for-Ukraine\">the government only revealed its existence in November 2022<\/a>. It was stood up in the days immediately after Russia\u2019s invasion of Ukraine <a href=\"https:\/\/www.computerweekly.com\/news\/252513801\/New-wave-of-cyber-attacks-on-Ukraine-preceded-Russian-invasion\">on 24 February<\/a>, and in the past 16 months has contributed world-leading expertise drawn from both the private and public sector to the Ukraine\u2019s digital defence.<\/p>\n<p>It has helped Ukraine fight off a number of cyber attacks orchestrated by the Russian state, including <a href=\"https:\/\/www.computerweekly.com\/news\/252514678\/CaddyWiper-is-fourth-new-malware-linked-to-Ukraine-war\">destructive wiper malware attacks<\/a>.<\/p>\n<p>Prime minister Rishi Sunak said: \u201cRussia\u2019s appalling attacks on Ukraine are not limited to their barbaric land invasion, but also involve sickening attempts to attack their cyber infrastructure that provides vital services, from banking to energy supplies, to innocent Ukrainian people.<\/p>\n<p>\u201cThis funding is critical to stopping those onslaughts, hardening Ukraine\u2019s cyber defences and increasing the country\u2019s ability to detect and disable the malware targeted at them.\u201d<\/p>\n<p>Joseph Jarnecki, research fellow at the <a href=\"https:\/\/www.rusi.org\/\">Royal United Services Institute<\/a> (Rusi) think tank, said the new spending reflected the continued importance of Ukraine\u2019s cyber defence to the war effort.<\/p>\n<p>\u201cThe programme represents a new, more direct form of international cyber support as it procures cyber security providers to directly deliver technical products and services for national cyber defence. Moreover, it prioritises immediate operational effects to strengthen Ukraine\u2019s cyber defence over longer-term efforts to improve Ukrainian national capacities,\u201d he said.<\/p>\n<p>However, added Jarnecki, while the UCP has been quite impactful, it remains important to contextualise its efforts.<\/p>\n<p>\u201cThe decisive factors in Ukraine\u2019s cyber defence have been its own preparations as well as the large-scale support from big tech companies <a href=\"https:\/\/www.computerweekly.com\/news\/252526887\/Microsoft-pledges-100m-in-new-IT-support-for-Ukraine\">such as Microsoft<\/a>, Google, and AWS. The UCP has been effective in plugging gaps but does not achieve systemic effects. Additional funding for the UCP will increase the scope and scale of its activities. For example, expanding the number of networks where UCP implementors can respond to cyber incidents,\u201d said Jarnecki.<\/p>\n<p>Jarnecki said the UCP had the potential to be a valuable learning opportunity for the British government for dealing with future cyber crises \u2013 recent years have seen large-scale cyber campaigns against other states besides Ukraine, including Albania and Costa Rica.<\/p>\n<p>He argued that the UK could and should start building structures and processes today to muster international cyber support in anticipation of future hostile cyber campaigns against friendly states, and could be doing much more to engage with Nato allies. Jarnecki described Nato\u2019s ability to respond when a member state experiences a large scale cyber attack as \u201cinsufficient\u201d and said the alliance needed a clearer approach to providing cyber support.<\/p>\n<section class=\"section main-article-chapter\" data-menu-title=\"More investment\">\n<h3 class=\"section-title\"><i class=\"icon\" data-icon=\"1\"><\/i>More investment<\/h3>\n<p>The funding announcement comes as Sunak prepares to make the case later this week for the private sector to do more to help push back Russia\u2019s war of aggression by supporting and investing in Ukraine.<\/p>\n<p>Although support in the form of arms and ammunition has proved highly effective at helping Ukraine disrupt and degrade Russia\u2019s forces \u2013 the UK has also announced a further \u00a3250m funding boost to help provide an air defence package, and last month Kyiv took delivery of the UK-developed Storm Shadow long range missile system \u2013 Sunak will argue it is just as important vital the international community hardens Ukraine\u2019s defences to help it protect <a href=\"https:\/\/www.computerweekly.com\/news\/365532996\/UK-signs-digital-trade-deal-with-Ukraine\">and grow inward investment in its economy<\/a>.<\/p>\n<p>The UK government should learn from the UCP for future cyber crises. Ukraine will not be the last cyber crisis on a national scale. Recent years have seen crippling cyber campaigns against Costa Rica, Albania, and Vanuatu.
